After a lengthy process, the Revised Standards for RTOs have been legislated and come into effect on 1 July 2025. These updates are intended to streamline the regulatory framework, support quality outcomes and offer greater flexibility to Registered Training Organisations.

What’s Changing with the Revised Standards?

A Closer Look at the Revised Standards
The new framework of the Revised Standards comprises of:

National Vocational Education and Training Regulator (Outcome Standards for NVR Registered Training Organisations) Instrument 2025 (“The Outcome Standards”)
The outcome-focused requirements that go to the heart of quality training and assessment. This includes four sections – training and assessment, student support, VET Workforce and governance.

National Vocational Education and Training Regulator (Compliance Standards for NVR Registered Training Organisations and Fit and Proper Person Requirements) Instrument 2025 (“The Compliance Requirements”)
Administrative requirements (including the Fit and Proper Person Requirements and NRT Logo Conditions of Use Policy) that support integrity in the sector and must be met by RTOs to maintain registration.

The Credential Policy
An enforceable policy that operates alongside the Standards and outlines the credentials required for delivering training and assessment and undertaking validation of assessment.
